Infrared heating works because feeling warm or cold does not depend on the temperature of the ambient air. For example, skiers and mountain climbers do not freeze even in extremely cold weather. Rather, they are bombarded by infrared rays from the sun.
We experience this effect directly on our skin and from rays reflected by the environment (water, stones, earth etc.). When an infrared wave touches a surface, its heat energy is released regardless of the ambient air temperature.
